In n the course of human civilization and social development, the exploitation of renewableene rgies has played an important ro l e. Today when energy, environment and sustainabledevelopment have become subjects of universal interest, renewable energies are bringingnew hope to mankind in building an energy system geared toward the future. To pro m o t ethe application of renewable energies, re d u c e pollution and protect the ecological enviro nmentconstitutes an undertaking which will bring benefit to the whole of mankind and itssuccess depends on the joint efforts and broad participation of the international community.I would like to take this opportunity to reiterate the full support of the Chinese Government tothe World Solar Programme 1996-2005 initiated by UNESCO and wish the Programme a completesuccess.

The World Solar Programme 1996-2005 offers an excellent opportunity form ore policy and resource focus for the development and use of enviro n m e ntally - friendly renewable sources of energy. It signifies a consensus of several ideas, carefully thought outand deliberated at length in several forums involving governments, national, regional andi n t e rnational organisations and non-govern m e ntal organisations. Thus, the World Solar Programme1996-2005 deserves the support of all nations, institutions and individuals.

As history shows, energy is a «sine qua non» for economic and social development.However, as world demand for energy is bound to grow substantially in the coming decades, the imperative of sustainable development and the threat of global warming call for ever greater energy efficiency and the commercial exploitation of renewable sources .The Italian government strongly supports initiatives aiming to achieve the goals of sustainabledevelopment and environmental protection.
